A school- and sport sector cooperation program must respond to actual needs and expectations of both, the target group and all other relevant stakeholders.
Relevance – Why is this requirement important?

There are two main reasons why a school and sport sector cooperation program has to respond to actual needs of the target group and the participating stakeholders:

  • First of all, participation is a basic principle of modern health promotion. This means to actively include the target group into all stages of the intervention process, from the inititial needs assessment to the final evaluation. This is a fundamental expectation.
  • Secondly, every project creates some kind of cost (e.g. money, time, effort or attention) for the participating stakeholders. Therefore, a program will only receive the necessary support from the stakeholders and the target group, if it is able to solve at least one of their real problems or to satisfy at least one of their real needs.
Challenges – What are the typical challenges related to this requirement?

The main challenge is the number and heterogeneity of the stakeholders involved: The more stakeholders are involved and the more heterogenous there interests are, the more difficult it is to meet all needs and expectations. Furthermore it is hard to protect existing projects against opinions and targets of politicians who are not well informed about actual situations.

Strategies – What are potential measures or strategies you might consider to (better) fulfil this requirement?

First of all it helps to involve children and youth during the process of creating the project's concept. Usually they are the primar target group, so they need to feel like real participants. Let them influence the project set-up. In addition, keep in mind that it needs different approaches to tackle the needs of different target groups. Example: From the sports club point of view, the funding of activities and the increase of memberships are important for them.

Moreover evaluation should be seen as an important part of a project to learn permanently. The evaluation results should affect the projet set-up.

All these important items will help you not to create activities for the already active, but to identify activities for those that haven´t be physically active so far as well.
